1. Purpose
TheRegulations was specially prepared with the view to further defining the responsibility assignment and duty interface of concerned organizations and departments for unpacking witness inspection work of imported civil nuclear safety equipment, defining the mode, content, requirements and process of unpacking witness inspection, promoting the normalization and routinization of unpacking witness inspection work, and improving the effectiveness of unpacking witness inspection work,
2. Application Scope
TheRegulations is applicable to the unpacking witness inspection work of imported nuclear safety equipment outside the nuclear facility site.
3. Preparation Basis

(2) Requirements for Supervision and Management of Imported Civil Nuclear Safety Equipment (HAF 604);
(3) Requirements for Quality Assurance and Safety of Nuclear Power Plants (HAF003);
(4) Catalogue of Civil Nuclear Safety Equipment (the First Batch);
(5) Safety Inspection Outline of Imported Civil Nuclear Safety Equipment (On Trial)
(6) Other Management Requirements of the State Bureau of Nuclear Safety.
